- Roy met the new C.A.O. to explain to him the need for the immediate signing of the M.O.U. which was already on his desk. After a lengthy account of the Kibo Group activity in the District the C.A.O. signed them. Roy was told to look for the D.C.D.O. who was out of the District to get him to certify the M.O.U. as was required by the N.G.O. bureau. Roy found him deep in the village where he was at other District work with all his stamps and stamped the M.O.U. to certify it.
