- Roy met the assistant to the D.C.D.O. Roy responded to an invitation by the D.C.D.O. to pick the District permit that Kibo Group had already paid for. The D.C.D.O. was gone to the field and Roy was told to wait for him as his phone was out of range. At three thirty p.m. Roy went back to the assistant to the D.C.D.O. to seek guidance as to what to do. Roy was told that the D.C.D.O. was likely to not return to the District since it was already late in the afternoon.
