Tom passed by the sub-county to meet with the health inspector to discuss about forming bylaws in the community of buluvu village. The bylaws are to govern the community in keeping every one accountable and making sure that the community stays ODF. During the meeting with the inspector, the inspector suggested involving the district health inspector in the issue but because they were far away from the district, he called the district health inspector whom they shared with the issue of guiding the community through the formation of the bylaws. The district health inspector suggested that a meeting should be held at the district and discuss about it more because the government already has laws in place that govern sanitation and hygiene standards in communities. After the meeting at the sub-county, Tom left for buluvu village to meet with the vhts as well as the village leadership about the meeting in which bylaws shall be formed. When he reached there, he found the vhts but was unable to meet with the village leaders because most of them were not present in the village at the time. Tom briefed the vhts about the meeting with the health inspector. Together they visited some homes to check on sanitation and hygiene improvements. In one home as well as others, they found residents constructing a latrine. Tom was thankful and appreciated them as well as encouraged them to continue working and improving
