Tape went to the village to guide the participants on how to form their own policies that will guide them while working together during the program implementation, and also to teach the community the importance of smearing their buildings. When she arrived there, she was welcomed by the members who were already at the meeting place. Together after sitting down and exchanging greetings, tape began by explaining the main purpose of forming policies which each member would follow and participate effectively in the program activities. She also suggested the members themselves form their policies which would guide them and they all agreed raising their hands up one by one while mentioning different policies such as late coming, absenteeism or dodging work. They all agreed that anyone who dodged or came late would pay a fine of 1000 shillings or to chop a basin of grass. Also in case anyone was sick or had any problems at home at least to let the committee group leaders know about it. Later after, tape asked the members if they knew how to smear their houses and some of them knew how to do it while others didn’t know. She also asked them questions about the importance of smearing their buildings and they said it was to make their homes look clean and free from dust, insects and mosquitoes which usually bring infectious diseases. Tape was very impressed to see that most of the members knew something concerning smearing. She then requested the members to select their fellow member whom they will go and demonstrate how smearing is carried out in the next meeting. They thanked tape for the the lessons and promised to work hard together for an effective development, and the meeting came to an end.
