When Tom arrived, he found when the chairman was not in his home and there were no any other committee members present. He waited for a little one and one committee member came up to the meeting place. He said that the chairman and other committee members were settling a land dispute and he suggested that they be waited for. After about thirty minutes, the committee member suggested that he goes to the place of the dispute to find out why they were not coming. At his point, another member had joined Tom. As they waited for the chairman and others to come, Tom asked the committee member about the water situation in the village as well as the sanitation and hygiene sanitation in the village. He said the village lacks enough clean water and there are only two boreholes which serve about 500 house holds. The one borehole I shared by half the village of Kisimu A and B while the other serves about 300 households. He said the lines at the boreholes can be too long and they are open till 10pm because of the many people. He a So said some times a person can spend about 3-4 hours at the borehole because of the long lines. As they waited, the other committee member came back and suggested that the baseline be postponed again as the chairman had failed to settle the dispute in the village and so the case was being forwarded to the police station with the chairman and other committee members going so they could not be present. Tom requested the two committee members of they can do some work even though the rest of the team was not present. One of them said he was also going to the police station to also give statement in the case as he was a neighbor to one of the people on the police case so this left Tom and one other committee members. So Tom suggested that instead of doing the baseline, they just move around to check on the sanitation and hygiene of the village. They moved to the lower section of the village towards the swamp. As they moved, many people were scared and many were running away. For those that Tom had the opportunity to meet, he sensitized them that Kibo was not in the village to arrest people but rather to work together with them in unity. Those residents were happy. The committee member said the fear was from recent history were most people were arrested for lack of sanitation facilities especially the latrines. Tom also observed open defecation and many facilities below standard.
